improper installation?

improper installation?

I recently had to remove a portion of my PVC fence in order for equipment to have access to my yard (putting in pool). A gate post was filled to the top with concrete and the cross members were imbedded in the concrete. The removal destroyed two sections. Is this a proper installation procedure?
