mixer tap problem.

Ihave a Mixer tap on my kitchen sink and the hot water side will not turn off. Its in full flow.!! Ive had to to turn water off at the stopcock.!!!
Ive taken the knob off the hot and inside I can see three small holes. there are black washers ? with springs in.

Can anyone help !!

first of all to get your water back on. under your sink there should be two service valves usually chrome looking on each pipe with flat head screwdriver slots. use a flat head screwdriver or knife or somthin you can turn off the hot supply with. also just to make sure the tap you describe sounds like a 1/4 turn ceramic disc but with you saying theres a spring it could be a vented tap have you an undersink heater
