Yes it can be done any time of year. Winter can slow things up a bit but not much.
We ofen strip in horizontal sections if weather looks iffy..life goes on even in winter.

There are plenty of breather underlay options some much better than others.. Personally I like klober permo forte over the others.

While the slates are off simple install insulation between rafters at the same time.

Would it also be a good idea to put a few vents in the soffit, there currently aren't any there. How far apart do vents need to be ?
