When my washer fills with cold water the flow is weak and the pipe rattles or vibrates. I opened it all the way but it didn't help. What is wrong with it?

Try shutting the cold water off on the washer and then unscrewing the hose from the water valve. Once this is removed check the filter screen attached to either the hose or the valve. Chances are your screen is clogged with sediment. Either clean them or replace if they are clogged and your should be all set. If the screen is not clogged you may have a bad water valve. If you have voltage to the valve and no water, you'll have to change the whole valve.
