Skirting around radiator and socket

We have just bought a house and want to put skirting in the back room. However on one wall there is an electrical outlet and 2 1/2 feet of horizontal copper pipe on the wall which runs below the radiator.

Any suggestions for what to do?

Fit a batten on to the wall at skirting board height (say approx 25mm x 25mm as long it overhang your copper pipe) then skirting board in front of it.This is called a box skirting.

Would you suggest running the batton across the whole of the wall - approx 3 metres long?
