Cable and pipe location devices

In the new house every cable and pipe is hidden behind the plasterboard with not the slightest clue as where they might be. I have a (cheap) cable and pipe locator from the local DIY place but when I bring it close to almost any spot on the wall I get a signal indicating something electrical within the wall. This seems unlikely so any thoughts on whats going on? Should I be looking for a better quality locator device ? Has anyone any recommendations. Ive got lots of shelves etc to put up and Im worried about drilling into the walls. :(

It's probably detecting the foil on foil-backed plasterboard.

Runs for electrical cables to switches and outlets are required to be vertical or horizontal, so put an RCD on the power drill and send the bill to the builder if you hit a cable.
