so the cold water storage cistern (CWSC) is on the top not the side

if so its a combination cylinder

and if it is i doubt you can add an extra feed as the CWSC will probably be to small, but dont take that as fact.

I thought it was Elson - tho might be wrong. No you wouldn't want to take a pump to it. With poor mains pressure it wouldn't stand a chance of filling faster than the pump would empty it.
No cheap answer, just the traditional setup.
