Fitting isolation valve

Is it possible to fit an isolation valve to a toilet cistern inlet pipe without having to turn the mains supply off ? Our stopcock is under the hall floorboards (a real pain to get to) and a plumber last year fitted a valve to the upstairs toilet and I'm sure he can't have turned the water off.....

is the toilet on the cold mains?, it might be supplied by a tank and if it is then you dont have to turn the mains off.
 
Your plumber probably used the external mains stop cock to isolate the suppy thats why he fitted an iso valve.

Just checked and yes, the upstairs toilet is supplied by the cold water tank so that explains it, thanks for the reply.
