Whirlpool Dishwasher ADP 4501/5 WH, The pump is operating intermittently, as if the power is being cycled, or the power supply contactor isn't holding in properly? Any ideas

If it's the wash motor I think you'll find that it's faulty.
Check the base (under the cavity) to see if the base is full of water.
 
I assume you're asking if the dishwater has water in the sump for it to pump? The answer to this is yes.
 
No. I suggested you check the base for flooding. Underneath the cavity.
If it's a free standing dishwasher, tip it back about 45 deg. Have some towels around it in case it is flooded.

Yes there is water in the cavity, turned machine at 45 degrees & small amount of water evident on the floor?
 
Drain it out, then reset and try your dishwasher, keep a check for water leaking into the base. If your pump is still stuttering it's likely you'll need a new one.
