Three water tanks and no room thermaste

WE have recently moved into this house it is about 40 years old and has gas central heating. According to a very nosy neigh door the boiler was installed in the last 80’s. In our attic we have three water tanks, one that looks as though its for an electrical emersion heater cylinder, a metallic tank with a float that feeds into the cylinder tank, and an other tank that its always empty. This tank is connected to the 2nd tank via pipes with a tap.

The gas boiler is on the upstairs landing I do not what make or model it as some dumb ass has painted it a nice green color! We have control panel that allows us to select between hot water, central heating or both., however the only way we have of setting the temperature of the rooms is by using the valves of the radiators.

Questions:
What are all the water tanks for?
Can I add a thermostat like http://www.screwfix.com/app/sfd/cat/pro.jsp?cId=102632&ts=01047&id=94777 to control the temperature?
