Seems to be sticking. Can I lubricate it ? How/what with ?

Not sure what makes you think it is sticking if you hav'nt tested it. However I removed the actuator head from a valve and found a little resistance when I turned spindle with finger and thumb. so I applied WD 40 which did ease it after working it in a little.
If the actuator is not turning the valve or there is a bit of grinding then I would suspect the motor but you're right to check and lubricate the spindle first. A stiff spindle may be the cause of a knackered motor
