Old cistern

We have an old cistern incorporated into our back porch. This winter we have been having a lot of water seeping into the basement through the walls and part of the basement floor. We were thinking that maybe the cistern is still connected to some down spout especially from the detached garage. How can we find out if it is still attached to some down spout? Also, drainage pipe from the cistern is still located in our basement, even has what looks like a shut off valve. Should we open the valve and see what happens hopefully to drain the cistern? The only way to access the cistern is to lift the cement lid which is on it. Would appreciate any advise.

i doubt you will get a reply, it was asked in feb 2004 and was the only post they ever made (look under name for number of posts)
