Turnign of the water in a converted flat

I simply want to change a washer in my bath tap but when I turned the water mains off in the hall and ran the taps, the system does not seem to drain - it just keeps on coming at the same fantastic force!

The hot is off now as I turned a valve in the combi boiler but the cold keeps on coming!

Have I simply just not given it enough time or is there a chance that I'm draining the water from the flats upstairs too?

Should I just carry on running the cold tap - I dont know what else to do?

Each flat will have it's own stop tap you probably turned off someone elses water. Keep looking.

I assume it is the cold tap you have a problem with. If you are handy you could change the washer live if you run all other taps to reduce the pressure, then work at your leasure, while a little waterfall comes out over the body of the tap into the bath, no big deal.

So, run all taps, access washer, if you really care get friend to hold palm of hand over top hole so water goes usual route into bath while you change your washer.

We even do this with hot water sometimes, but we are used to getting burnt it's an occupational hazard.

It's fun to hold the copper pipe you are soldering in your hand and see if you are still holding it as long as it takes for the joint to set, we usually start looking urgently for grips or a wet cloth all of a sudden.
