baxi boiler problem

i have a problem with my hot water upstairs,the radiators upstairs and downstairs are heating up ok.the problem is that when you run a bath the water is luke warm.its the type of system where the water is pumped up to the copper tank in the upstairs bedroom,that feeds the hot water to the bathroom ....the bath and sink.the copper boiler is the old immerser type.ive noticed also that the bath water is brown and seems to have residue like sand in it.ive drained everything and refilled several timesive also bled everything several times as well,please help, thank you
