re: radiators are cold at the bottom

Hi all i have fitted 2 radiators in my mothers house and they both seem to be cold at the bottom, there are 2 others to be fitted however they hae not been as of yet, therefore they are blanked off.

I have tried bleeding the radiators however this did not work and i have also checked to make sure the pump is working correctly. (which it is)

i have no idea why this is happening and any advice would be greatfully appreciated as its freezing in her house.
