The stat does not drop back when the room temp drops ie The room gets cold have to turn it manually. There is heater in it I think does that work when heat is demanded. It has three wires one is a neutral it is blue. Do you think it could be missing. It is a new stat. The old one had same prob but was old so I changed it anyway,

It sounds as if your neutral isnt a neutral!
I would put in a digistat such as the drayton, this will sort the problem.
