Some Tepid Radiators

Some of my radiators are only tepid. Flow side of radiators is Hot and return is Cold.
Water Heating working fine.
Near Boiler CH system has a T-Junction in Pipework - All radiators on one side of the T seem fine.

On the other side of T first radiator seems to heat fine. but subequent radiators are not. The Flow side of these radiators seems hot - but return cold. Even if I turn the first (the good) radiator on this side off the subsequent radiators do not seem to get beyond tepid.

Any thoughts
