I can hear the loft cistern re-filling all over the house. It seems to be working correctly, it is just the sound of the water filling the tank.

I was going to attach a piece of garden hose to the valve outlet to bring it below the water level - is this a good idea? Are there any problems associated with this?

cut the end off a condom and stretch it over the outlet.

don't know if this will work either but worth a go.

definitely not a good idea because of back siphonage, which could cause you to contaminate your cold water supply.
A torbeck is the solution in toilet cisterns, but i have never seen them in lofts. I have seen ball valves where the water outlet to the cistern sprinkles the water and not pours.
