rads to hot

hi have a ravenheat rsf 820/20t combi my problem is the rad temp is set on minimum but if the heating is on with in 1½hr the rooms are so hot you have to switch the heating off any help

What do you mean minium..Turn them down ..min ---max..Does it matter
