Concrete internal walls

Just moved into my new place, having taken off the dado rails from the walls it appears that the concrete walls have been papered and then painted.

has anyone got any experiences they can share regarding dealing with concrete internal walls?

Do I have any options other than to re-paper?

Plaster skim and then paint - you'll never have to paper again, and can change colours at will!

you need to ascertain why they were papered in the first place .....it may not have been to cover cracks/ blemishes, but as a style @ the time ..............and if you want to paint or have them skimmed it`s got to come off anyway
