If you think its dirty then yea i would. Not essential though, you'll have to do two coats anyway.

Be carefull though cos the water could damage artex and emulsion........

Yep...

If the ceiling is really dirty or stained because of nicotine or smoke you wont be able to wash it if it hasnt been painted before..

I had one like this recently...I used a garden spray machine and coated it with a 4-1 water bleach solution...to bleach the stain out...allowed to dry then coated with a mix of PVA and Emulsion (1/3% PVA 2/3 emulsion) allow to dry ovenight and apply a neat coat of emulsion over the top
