I have a central heating system with a broken two port motorised valve! above the valve is a stop tap.will turning this stop tap off be enough to stop the water flow so that I can replace the valve ?

No you will need to either drain or bung the heating system.

Not unless there is another one at the other side of it which you can turn off as well.

Is the valve broken or has the motor failed ?
