Cold rad and pipes, new system

Have a brand new CH system. All working fine apart from one rad which is cold. Pipes to and from it also cold. Is there a valve or something I need to turn to activate that rad?

Would normally call builder back to fix it, but am currently in legal dispute with them.

shut all the rads off appart from the cold 1 .. let it run till both pipes are red hot .. equal temp..

also check the valves are both open ..

if there is a trv on the rad remove the top and check the movement of the pin ..
