Kitchen Waste

The pipe/drain outside where the water from the kitchen sink runs stays about ground level all the time - not sure if this is right. The water smells and is a white cloudy colour and has bits of food in it. Does this mean there is a blocakge in the drain ? Or is there some sort of trap outside that might have become blocked - if there is what is the best way to clear it ? Thanks in advance for any help

Probably a blocked gully. It's a smelly job, but someone's going to have to do it.
