Spindle repair

Hi, we have recently had our staircase and landing stripped of years of paint. We now find that many of our spindles seem to be too short- the paint disguised the fact that there were slivers of wood inserted between the handrail and the spindles to make up the difference. The paint seemed to be largely holding it all together, save for a nail or two.

We need to make the staircase safe again; should we recreate the system of trying to nail slivers of wood between the handrail and spindle as before or is there a better way? (particularly as, unstripped, it does not look very attractive). We also have a baby and want it to be super-safe.

Many thanks for any help, we are not experienced DIYers at all.

i wonder if the slithers are the problem !!!!!

as in if you remove them all would the handrail pull down!!!

a picture would be handy!!
