rendering over pebbledash

I have bought a house that has pebbledash and would like to know if it can be rendered over directly. If not, what would be the best way to achieve a nice rendered finish?.

if your pebbledash is loose, coming off (test with a lump hammer if it feels loose) best off hacking it off .

If solid,go over it, a basecoat and finish coat will give you a good flat sound finish
