Push button toilet

I have just fitted a push button toilet. The cistern is half the size of my old one. When we flush it the toilet paper never ever flushes away first time it simply balloons up and stays on the surface. Never mind saving water this takes twice as much. Any suggestions as to what I have done wrong?

Have you adjusted the flush? If i remember correctly the amount of water being flushed can be adjusted as well as the rate at which the water is flushed. Try adjusting these settings.

I have adjusted the float to give as much water capacity as possible. There are no instructions about the flow rate, just small and full flush. The flow seems to "scour" the bottom of the pan without flushing away the paper.
