Terim cooker not working

I just moved into an apartment which has terim ceramic(electric) cooker. The oven is working but hot plates are not. I checked internal wiring and the tester seem to show that the power is reaching the plates, but plates do not heat up. What could be wrong? Oven part is working fine.

stats./ broken element, but as you are renting dont touch it, get the landlord to fix it, breach of contract and all that, and are you really in tthe UAE?
