My garden goes up hill very slightly. Is there a gardening technique to get a garden level. I assume it will involve alot of excavating/digging. Perhaps not worth it if it means too much work?

there is only one way to get the garden level, take half the lump and put it in the shallow bit, yes it is a lot of work but worth it.

but no use if you want a waterfall

if you do try to level the garden things you have to be aware of
foundations for buildings and fences and not to undermine them

tree bush and large shrubs route systems can make hard work of moving soil

And you may end up with all your topsoil at one end and lousy useless subsoil at the other, depending of course on how shallow your topsoil is.
