Tilt and Turn question

If a tilt and turn window is located on a 1st floor, is it possible to restrict the opening of the window, perhaps with a key, so that only the vent opening can be opened and not the full window?

It is with respect to child safety that I'm particularly interested, as if a child can open these fully, then there is an obvious safety issue.

So, if such a restrictor is installed, is someone still able to fully open the tilt and turn to the vent opening?

The restrictor would only restrict opening the tilt & turn to the full 'door-style' opening?
 
Depending on how and where you fit one, You can potentially restrict it any way you wish
