A mechanical switching device or association of devices intended to cause the opening of the contacts when the residual current attains a given value under specified conditions.

Simply put, when the current leaving the phase (live) conductor differs from the current returning via the neutral conductor by a given value the supply is disconnected. This is due to the current taking an alternative route such as a human earth path etc.
