Mystery Driveway Plumbing

Whilst cleaning my block paving I lifted a block to repair it where it had sank.

Underneath I found this bit of 160mm waste pipe. It appears to have a small screw top access port inside it. It can be seen on the attached photos. It had no cap or cover.

I am almost certain that it is not the sewage waste as that runs down the side of the house and as the house was only built in 1991 and has always had sewage connection I am certain it isn't any form of septic tank.

Anyone have any idea what it is?

Also what should I do with it? I was considering putting a 160mm socket plug on top and laying the blocks again?

Looks like a sewer rodding point. Unscrew cap and get someone to flush toilet and see (after a few seconds) if water flows
