Sorry I posted same question twice. First time on this site.

Can some kind person tell me how I know whether the whole bulb or just the starter on my striplight needs replacing ? When switched on - there's a flickering light either end of the tube and a buzzing sound !? Am totally ignorant about electrics. Thanks.
