We have noticed a wet patch developing around one side of the base of the toliet and can't work out where its coming from. we think it could be from the overflow pipe.

Is this a common problem in cold weather or something we will have to replace?

its not common in cold weather.
is it a close coupled toilet ? it maybe the do-nut washer between the cistern/pan leaking when flushed.

Check the water level in your cistern to see if its lapping round overflow pipe, if so may just needing a wee adjustment if not, in this throw away society you may require to renew the inlet ball type valve,
Dry the cistern and check with kitchen roll to see if there is any weepage else where , let us know what materialises and my fellow peers will advise as am going out on the lash this afternoon with the lads from work.

yes its a close coupled toliet wih the cistern on top of the toliet bowl. We'll check what you've suggested and let you know.

have a great night!
