Dimplex do a variable controler for their towel radiators which I have seen used with tubulars.

Where is the heater going to be?

Why do you want to vary the output?

well i am being a penny pincher i figure it will cost less!

i am using the heaters in the conservatory to keep it aired and the windows free of condensation mainly over night

Tubular heaters will achive neither of these objectives. The only way heating a room will reduce condensation is that warmer air can hold more water vapour than cold air.
However as soon as the air cools, the condensation will return.

To remove condensation and damp, the moisture has to be removed. This can be done by:
1. Increased ventilation (open a window)
2. Install a dehumidifier (expensive to buy and to operate)

If the conservatory is damp all the time, you need to find the source of the damp, otherwise you are just covering up the symptoms without solving the cause.

We have an air conditioner in ours, that can dehumidify (as opposed to cool). :)

That doesn't sound very environmentally friendly.

You should replace it with an air-source heat pump.
