i have just installed a towel radiator. i have a combi boiler. existing rad in bathroom never had a thermostat. towel rad doesn't either. now when i run hot water it doesn't get very hot but the towel rad gets hot even though the central heating is on. boiler doesn't kick in until hot water is running faster than before.

DHW diaphram or flow sensor is faulty.
