ceiling : paper / plaster / pollfila

I've just removed blown vinyl from my lving room ceiling and can see why was there in the first place, it is quite rough and looks like a very thin layer of plaster was put on over the orignal plaster, this is now flaking off with the paper removal. What are my options: the room is approx 25m2, is it possible to put up lining paper that should cover all the sins, get a plaster (how much should it cost for a ceiling 25m2 approx); think that might be quite expensive, or go for polyfila textured ceiling paint?

I’d say plaster but then I’m biased; lining paper won’t hide it. All the flaking plaster will have to come off to provide a sound base whatever you do & by the time you’ve finished, you might as well get it completely re-skimmed properly than mess about with filler & sanding. If it’s in bad way, it’s sometimes easier & quicker to just overboard the original ceiling & skim that. For god’s sake don’t use textured ceiling paint!
 
As Richard says for gawds sake stay well clear of textured paint! As much as I prefer lining to skimming it does sound like in this case you're going to have to bite the bullet & re-skim :rolleyes:

That's a bigish cieling to do for 100-150 quid! I would say more like £200 + materials; more if it needs re-boarding!
