Yes, but we don't know whether the cable is OK for the MCB rating as we don't have the required information. If the OP is asking whether 1mm is OK then he probably isn't able to assess the design of the original installation in order to select the correct cable. To use the same cable as the existing which is likely to have been correctly designed, is better advice then saying- 'use what you like, if it is the right size cable for the job'. If the OP knew what the right size was, he wouldn't have asked whether 1mm would be OK!

No, referring to the OP.

Some people believe in hot spots. Can't say I've ever found one. (Except when I was in Malta the other week.)

I was taught that at college, Hot spots can happen where ever there is a joint that a reduction in CSA occurs.
 
I'd think they could happen at any joint regardless of whether there was a change in CSA.
