Has the shower been working well up until now?
Its unusual for both supplies to have stopped, and that would suggest a faulty mixing valve, I think. Presumably theres no way that both pipes could be frozen to it?

Obviously it depends on the access of the valve, and whether you can replace it like for like. Find out what the make is, and see if its still available.
When you try to turn the shower on, does the knob, lever or whatever feel as if its turning something? Some showers have plastic splines in there and if they shear off the knob just rotates without actually turning anything.
However, before jumping in, if its possible to just crack open any of the fittings as the pipes enter the mixing bar you should get water there...and I mean, just undo things a fraction.
At least with a combi, just turning off the house main water means that you can work on both hot and cold, and still keep the heating on!
