thanks were do I put the booster pump then. On the hot as it leaves the cylinder. How much are these?
 
on a dedicated hot from the cylinder
and a dedicated cold from the cws.

This all depends not just on what you can spend but what is practical. For a good pumped shower, you are talking around £600+ fitted. A decent 9.5 - 10.5kw electric will (depending on wiring runs) cost a a bit less to supply and fit including electrics.
A built in pump shower like as Chris says, a Mira Event will give a decent shower for perhaps around £400 fitted.
As your water is heated electrically unless you have a decent sized HWC (at least 18 X 36 ) and want to leave the immersion on for an hour or so before a shower, you would maybe be better with an electric shower.
As said the flow rate is not as good but acceptable. Don't consider a gravity shower without a pump unless you want to huddle up looking for a hot bit.
 
can you get an a pump just to pump the cold if I put an electric shower in?
 
why do you want a pump if you fit an electric shower ?
it will be plumbed into the cold water main.
