Roof patch in this coldish weather

I need to patch a section of felt roof which has been damaged by some tiles falling onto it. Easy to get to so I plan to just fix it myself. Area is around 1m x 2m.

Is it possible/advisable to use cold adhesive when the roof (and weather) is a bit cold and damp?
Would it be better to get some torch-on and will that adhere OK to a dampish roof?

stay away from cold adhesives of any sort..torch on system will be fine for a patch but the surface must be completly dry,burn the deck a bit 1st to get the bitumen to the surface and it will stick like sh$t
