I painted a wall with dulux matt emulsion. On one corner (external corner) and along a 12 inch line/portion of wall, the paint just would not dry out. Now after 2 weeks - a reddish /brown powder has bled through/developed. It can be scraped off - but obviously an issue there. Any ideas/tips. Thanks John

It sounds like efflouresence (spellin!!) which is basically as damp is expelled from the walls it brings mineral salts from the plaster with it. You almost certainly have a damp issue with that wall and needs investigating. Always remove the efflouresence by brushing off don't go anywhere near it with water. Don't think you can 'seal' the wall or apply some magic paint!! the damp has to be tackled at source.
Thanks dcdec - i was thinking eff - but thought that was a white powder. Was going to seal with zinsser bin - not so sure now! thanks for response.
