Ignoring Monkeh and holmslaw flirting with each other, I would just say that the PB wont be shut down. The whole site is available for download and so are all the torrent files AFAIK.
All the action taken against these sites means that new ones pop up in their place and they go "underground". People can and do download anonymously and will continue to do so. The controls put in place for these sites are relatively easy to bypass.
Not only that be there is a project being worked on that will make bittorrent impossible to shut down as its all decentralised. Well you could shut it down but you'd have to shut down the internet to do it.
