i have an outside light can i take off the light and run the cable to a 4kw heater

Definitely not, the load will be too much for the lighting circuit.

I believe that unless we know the characteristics of the circuit to which the light is connected we cannot answer the question.

I also believe that Cuba is outside the UK.
