When you shut off the gas valve it stops the gas right there,at that point.Yes there is still gas in the down pipe,but it`s not under pressure and as long as an appliance isn`t turned on or the gas carcass isn`t opened it will be fine(just like turning off your water mains).

The article you linked to is more to do with if you have turned off the gas because of a problem(smell of gas etc).If you do that then you would have to get someone qualified to turn it back on and test the installation.

If you`re turning it off to go on holiday you can quite safely turn it on again yourself when you get home.
