Removing lining paper that has silk emulsion on.

Hi all,
Just trying to help a friend out.
He has just got a second property that he intends on renting out.
Needs a little TLC.
He has started, and is struggling to remove some lining paper that has been painted in silk emulsion.
I did suggest just giving it a good sanding, a bit of filling, and just repaint.
He said he would have but it had patterned paper on top, which he used a paper steamer to get off. Problem is some of the lining paper with the silk emulsion on came off to. Said it looked a right mess.
Any ideas as to the easiest and quickest way to remove and get back to plaster.

Thanks Bosswhite for advice. He's ordered one with pole.
I still told him it could still be a bit of hard work but perforator should help.
