It sounds to me to be a duff connection somewhere on your side of the installation.
If it affects all of the ground floor lights it must be something common to the whole circuit. Things like connections in you fuse box, possibly connections in a central joint box or at the first light on the circuit etc.
You could try swapping one of the G9 fittings to a standard flex drop, but I think it's most likely that this will also suffer the same problem as your existing lights.
If you are not confident to tackle this your self then as the fault is on your part of the installation, it is a job for an electrician rather than the supply company.
