please can someone tell me what region 2 means on dvd descriptions etc, thanks

Europe is region 2. USA is region 1, I think, and so on. A US DVD won't play on some DVD players in Europe unless they are region free.
PCs can change the region of their DVD drives, but only a certain number of times(often 5 times), so you could end up ''stuck'' to a region you may not like to be stuck in if you are careless. There is a software called DVD region free that you can install to allow your Computer to play all regions without problems.
