sound proofing under carpet

We've built a flat above and its a bit noisy, people walking about and dropping stuff etc., not too bad but just thought that as we are getting flooring laid, either carpet or vinyl, maybe there is an underlay or other product that we could use to deaden the sounds a bit

The old fashioned approach used to be to put in 1 or 2 layers of felt underlay - the stuff made from recycling. We had that in one house and it helped muffle the noise, but made little difference to the noise of their TV.
 
Thanks for that, the problem is from Traffic rather than noise so that would probably be a good solution, I just wonder if there is a more effective material on the market these days.
