locking wheels?

A slightly better description of the problem might help. Under what conditions does it lock?
 
I wonder if he means the brakes lock the wheels under certain conditions?

Sorry to take so long to answer, the back wheels lock if the cars been standing for a few days
 
Sounds like the handbrake seized/ sticking. Could be the cables or mechanism at rear (drums or discs? - don't know the polo) seizing on. Given your location (lots of rain/snow etc) rusting of the cable or mech is highly probable. A strip and clean is needed.
 
rust on the back brakes. It is most common on discs, where the rust will be very visible. Will be worse in wet weather or if you live near the sea on salty roads.

Will be worse if the brake wheel cylinders are very dirty and stiff so they do not relax back when the brakes are off.

IMO handbrake cables are fairly reliable so unless very old are less likely to be corroded or sticky

buy a Toyota.
 
Might I suggest you leave it parked up, and don't pull the handbrake. In gear and a bit of 100mm x 100mm wheel scorches, should do the trick
 
Thats a good bit of advice!
I'd still like to check that the shoes aren't starting to delaminate though......the originals would have been rivetted, but not the replacements - if applicable.
